The orphan row is the failure that matters
A structurally valid CSV can still fail when a child record does not resolve to the required parent key.
Relational set
EDF packages rely on linked sample, test and result records. The exact profile should be versioned and authority-reviewed.
Composite keys
Uniqueness and references often depend on multiple fields. Validate the full composite rather than a convenient single identifier.
Deliverable suppression
If a critical orphan or duplicate key exists, do not write a submission-ready deliverable. Produce an exception register instead.
